TIR road transport accelerated with Manzhouli traffic up 2.43x in the first four months.
Manzhouli's reported growth
The Chinese article, citing Manzhouli Customs and a 19 May 2026 International Business Daily report, recorded 1,298 TIR vehicle movements, approximately 18,000 tonnes of cargo and RMB 1.9 billion in trade value during January-April 2026. It reported year-on-year increases of 2.43, 2.51 and 2.59 times respectively. These figures refer to the reporting period, rather than current daily throughput.
What TIR does—and does not—provide
TIR is an international customs transit system that facilitates the movement of goods under customs seals and a guarantee arrangement. China joined the TIR Convention in 2016. It can reduce repeated transit formalities and support more predictable cross-border road transport.
TIR does not mean that customs inspections are prohibited or that every journey must use the same vehicle throughout. Customs can examine a load when appropriate, and the transport plan still depends on permits, route conditions, vehicle or container arrangements and national requirements. Shippers should confirm the actual border and handling plan rather than interpret TIR as an unconditional inspection-free service.
Coordination across the inland and border stages
The original report described coordination with 31 customs offices, including Zhengzhou, Qingdao and Shenyang, alongside smart gates and non-intrusive inspection equipment at the border. These measures aim to improve the connection between inland declaration, vehicle arrival and border release.
It also discussed TIR combined with bonded logistics: goods from inland locations such as Zhengzhou and Hangzhou can connect through Manzhouli toward Moscow where the shipment and route qualify. The operational benefit is a more coordinated transit chain; any cash-flow or handling benefit depends on the specific customs procedure and commercial arrangement.
Cross-border e-commerce and product suitability
The article highlighted the combination of the 9610 cross-border e-commerce export model with TIR for products such as clothing, footwear and household goods. Other potential road-freight shipments include time-sensitive industrial supplies, subject to commodity restrictions and carrier acceptance.
A shipper should use a qualified operator and establish responsibility for the customs transit documents, guarantee and border formalities. The fact that a shipment uses TIR does not make every consignor the carnet holder or remove the need for ordinary commercial and export documentation.
Road or rail: compare the complete journey
The original article illustrated rail transit of roughly 12-18 days and road transport of around 10-15 days on selected services. These ranges are indicative historical examples, not universal door-to-door promises. Road can offer flexible collection and delivery for urgent cargo, while rail may suit larger, regular flows through established terminals.
Compare the actual departure, border route, possible transfers, customs plan, delivery appointment and total cost. A shorter advertised main-line journey is not automatically the faster or cheaper overall solution. Sanctions, trade controls and route-specific restrictions must also be checked for the goods and counterparties involved.
Planning a shipment
Share the origin, destination, commodity details, packing dimensions, weight and latest acceptable delivery date. The appropriate plan may be a road shipment, a rail movement or a split shipment, depending on the confirmed route and urgency. The aim is a reliable delivery arrangement rather than choosing a mode solely because its headline transit time is shorter.
